Senator George S. LeMieux
Founder and Chairman of the LeMieux Center for Public Policy
Senator George LeMieux is the founder of the LeMieux Center for Public Policy at Palm Beach Atlantic University. Senator LeMieux served as Florida’s 34th United States Senator in the 111th Congress. In the United States Senate, he served on the Commerce, Science and Transportation Committee, the Armed Services Committee, and the Special Committee on Aging. He also served as Florida’s chief deputy attorney general, overseeing more than 400 attorneys, and as the governor’s chief of staff overseeing all state agencies and operations. Senator LeMieux is the chairman of the board of the Florida-based law firm Gunster. He, along with Laura Mize, co-authored the award-winning book titled “Florida Made: The 25 Most Important Figures Who Shaped the State.”
Dr. Robert Lloyd
Executive Director and Director of The Quill
Dr. Robert Lloyd is the Executive Director of the LeMieux Center for Public Policy. He is also the Loreen Beisswenger Farish Chair for Political Thought and Dean of the School of Arts & Sciences at Palm Beach Atlantic University. Dr. Lloyd received his Ph.D. from the Johns Hopkins University School of Advanced International Studies. He was a Fulbright-Nehru Academic and Professional Excellence Scholar at OP Jindal Global University in Delhi, India.
Before moving into academia, Dr. Lloyd worked with an international development organization in Africa and Washington, DC for a decade. He also represented the organization with the United Nations in New York.
He has published numerous scholarly articles on international conflict management, international negotiation, governance, development, and Africa. His most recent book was Religion and Health Care in East Africa: Lessons from Uganda, Mozambique, and Ethiopia.
Dr. Lloyd is currently Vice President of the Washington, DC-based Association for the Study of the Middle East and Africa, and serves as an editorial board member of its flagship publication the Journal of the Middle East and Africa.
Dr. James Todd
Academic Affairs Director James Todd
Dr. James A. Todd is the Academic Director of the LeMieux Center for Public Policy. He is an Associate Professor of Politics at Palm Beach Atlantic University. At Palm Beach Atlantic, Dr. Todd is chairman of the Department of Politics and serves as the primary academic advisor for Pre-Law students. His teaching and writing focus on American politics, the U.S. Supreme Court, and constitutional law. He has mentored three PBA students who were Freidheim Research Fellows: Jeremiah Clarke in 2016, Ben DeHaan in 2020 and Shelby Braun in 2022. He is a regular contributor to the LeMieux Center’s The Quill publication. Dr. Todd has published his work in the Journal of Law and Courts and the Journal of Supreme Court History.
Dr. Todd received a Ph.D. in political science and a J.D. degree, both from the University of Alabama. Prior to his academic appointment, he was a practicing attorney.
